Tatsumi Daimyojin shrine is a small shrine in one of the Geisha districts of Kyoto. It is often visited by Geiko and Maiko (Kyoto Geisha and their apprentices) before they go off to work at tea houses. The women in kimono aren't Geiko or Maiko just people who have dressed up.
